Kharchev Victor Andreevich was born in 1949 in the village of Mugreevsky, Ivanovo Region. Now he resides in the village of Kholui.
In 1975 Victor Andreevich finished the Kholui Art School. His teachers were A.I. Semenov, V.P. Babarkin, A.A. Kosterin. The graduation project of V.A. Kharchev was the composition “Ruslan and Lubmila” written by A.S. Pushkin.
The artist paints his composition in the traditions of Kholui lacquer miniature using tempera paints.
